A large swath of open land the town has been trying to protect may soon see some development. Seventeen acres along Route Two, long owned by the David Mugar family, could become a mix of housing and open space. The 219-unit housing complex would be built under the states 40 B law, which allows developers to bypass some local zoning regulations in exchange for providing affordable housing.
